This large wasp, in the genus Prionyx, (from Greek, a saw) was patrolling European Searocket, Cakile marítima, and beach logs on the south side of Ediz Hook, in Port Angeles, WA.

Adults feed on flower nectar. Females stock nests with adult grasshoppers (which were abundant in this location when we took these photos).
